Robert R. Surgenor Sr. is a retired police officer from the city of Berea, Ohio. During his career he was in charge of the department's police radar and videotape programs.

In 1987, Surgenor became one of the first police officers to mount a video camera in his police cruiser, and in 1988, captured the very first high speed stolen car chase ever videotaped in the world from beginning to end along with the capture of the suspects. He has appeared on many nationally televised shows with his videotapes such as World's Wildest Police Chases, Wildest Police Videos, Extra, Extreme TV, and Real TV. In 1995, Surgenor was assigned to the detective bureau and was placed in charge of the juvenile crime unit.

Surgenor has studied juvenile crime extensively, attending and conducting seminars on juvenile crime, gangs, parental authority, and discipline. He is considered an authority by the Ohio courts in the area of parental authority and child abuse laws, and has appeared as an expert witness in child abuse cases.

His book, No Fear, A Police Officer's Perspective, was released in January of 2000. He has appeared on MS-NBC to debate Dr. Murray Straus on the subject of child discipline. He has also debated Dr. Heidi Feldman of the American Academy of Pediatrics on national television when the academy released their position against spanking. In September of 2000, Surgenor went to Hollywood as a guest on the Dr. Laura television show, promoting his belief that spanking is a necessary part of child rearing. He has since appeared twice on the Montel Williams show to argue against the anti-spanking movement, and on the Fox News Network on The Edge With Paula Zahn. Surgenor retired from the police department in 2001, and he continues to educate parents, police officers, prosecutors, and judges, about Ohio's Child Abuse laws and parental rights in raising children.

After retiring from the police department, Surgenor introduced the Footy Sites to the World Wide Web. At first, three sites were put online. FootyPD was designed to allow law enforcement personnel to upload on the job videos and pictures for the world to see. FootyFD allowed firefighters from all over the world to show the dangers of their profession. FootyGI allowed our military a venue for videos and pictures that placed them in a positive light.

In 2010, FootySpeed went on-line. This site is dedicated to the car and motorcycle enthusiast. There are thousands of car shows and hot rod owners who love to show off their rides, and FootySpeed fits that bill.

Surgenor also is the director of a non-profit organization, The Family Defense Network of Ohio, who assist parents with out-of-control children (www.FDNO.org), operates a video service (www.BobsVideoService.com), and maintains a web site dealing with controversial Bible subjects (www.BiblicalBackup.com).
